Tredje Rikets fruktan och elände bygger på ögonvittnesskildringar och tidningsnyheter från Nazityskland. Bertolt Brecht (1898-1956) och hans medarbetare Margarete Steffin (1908-1941) skrev pjäsen i exil. De 24 scenerna är ett montage från olika samhällsområden och yrken, tillspetsade situationer och stillsamma vardagsmiljöer. I de korta scenerna undersöks hur nazismen infiltrerade vardagslivet, i uttryck och hållningar, i något glidande som långsamt ledde till maskinell utrotning av människor och hänsynslös terror. Brechts scener speglar hur medvetanden och förhållningssätt förändras av ett politiskt partis framgångar, som om man inte märker att detta parti är djupt människofientligt. Pjäsen framfördes första gången i maj 1938 i Paris. De åtta scener som spelades försågs med titeln 99%, en ironisk referens till den folkliga uppslutningen kring Hitler i det tyska valet i mars 1936.
