I strid med Versaillesfreden tågade han med 2000 frivilliga in i den viktiga hamnstaden Fiume (nuvarande Rijeka i Kroatien) och upprättade en egen nation. D’Annunzio tillägnade sin stat musiken, skrev en konstitution och sände ut pirater på Adriatiska havet för att fylla statskassan. Från Guvernörspalatsets balkong skulpterade han ordet med sin märkvärdiga röst i ändlösa sessioner. Allt som han drömt om tycktes få gestalt i Fiume.
