Kultur 3.0 - Konst, Delaktighet, Utveckling.
Något har hänt med kulturen. Konstens funktion är inte längre enbart att pryda och legitimera makten, för att i gengäld åtnjuta mecenatens beskydd. Kulturen är inte heller, som i den tidiga välfärdsstaten, meningsfull fritidssysselssättning i utbyte mot statliga subsidier. Inte heller ligger kulturens främsta ekonomiska betydelse i de kulturella och kreativa näringar, som under de senaste decennierna klättrat på de politiska dagordningarna. Enligt Pier Luigi Sacco är kulturens betydelse avsevärt mer samhällsgenomgripande än att utgöra en växande sektor i ekonomin. Kulturens betydelse i dag ligger i att den är systemövergripande, det vill säga genomsyrar det sociala och ekonomiska livet i städer och regioner.
