Kirja on kattava ja systemaattinen esitys rajat ylittäviä tilanteita koskevasta sosiaalioikeudellisesta sääntelystä Suomessa. Kirjan osassa I tarkastellaan kolmen sääntelytason - kansallinen, EU-oikeudellinen ja kansainvälisoikeudellinen sääntely - keskeisiä säädöksiä ja sosiaaliturvasopimuksia sekä niiden välisiä suhteita. Kirjan osassa II puolestaan tarkastellaan, miten nämä eri sääntelytasot käytännössä vaikuttavat kansallisessa, eri sosiaalietuuksia koskevassa sosiaaliturvalainsäädännössä ja päätöksenteossa. Kirjassa selvitetään, miten eri henkilöryhmien - Suomen kansalaisten, EU-kansalaisten, kolmannen maan kansalaisten ja turvapaikanhakijoiden - oikeus tärkeimpiin sosiaalietuuksiin Suomessa määräytyy ja millä edellytyksillä Suomen kansalaisilla on oikeus sosiaalietuuksiin ulkomailla.
